composition [contains spoilers]:
In October 1962, during the Cuban Missile Crisis, a Soviet submarine overtook an American submarine while transporting nuclear materials to Cuba. When the officer suggests that the submarine should slow down and identify itself, the captain shoots him. The submarine is hit by a torpedo and damaged, drowning its crew and releasing radioactive material into nearby waters. The octopus grows to monstrous size and attacks submarines and naval vehicles off the coast of Cuba.
In Sofia, Bulgaria, 2000, two CIA officials, Roy Turner and Henry Campbell, are about to discuss a file before going out for a walk. Meanwhile, someone disguised as an old woman hands a bag to the official’s daughter, and the bomb inside the bag explodes, killing everyone inside the American embassy and injuring many people nearby. The two officials pursue the old woman, who turns out to be a man in disguise. However, the bomber’s men crash their car into Henry, injuring him and killing him. Afterwards, Roy chases the bomber and captures him.
The terrorist is captured and taken to the submarine. However, his men hijack the ship and threaten the crew to release him. However, the submarine is attacked by a giant octopus earlier.
